ELNO service fees
The NSW Independent Pricing and Regulatory Tribunal (IPART) has released a Draft Report as part of its review of Electronic Lodgment Network Operator (ELNO) service fees.
The Draft Report proposes:
- ELNO service fees for transactions and closely related services should continue to be subject to price regulation; and that this price regulation should apply only to PEXA, as the ELNO with substantial market power.
- A regulatory period of 4 years, from 1 July 2027 to 30 June 2031.
- That the fees for transfer transactions be reduced in 2027-28; and then increase with the change in the CPI from 2028-29 to 2030-31.
- That all other fees remain unchanged in real terms, increasing with the change in CPI each year.
- That ELNO service fees should be nationally consistent.
IPART are seeking feedback from all interested stakeholders on the Draft Report. You can:
- make a submission by 14 August 2026 and/or
- attend our public hearing on 21 July 2026.
View the Draft Report via the ARNECC website.
